CalSOAP Overview The California Student Opportunity and Access Program (CalSOAP) was established by the state Legislature in 1978. The CalSOAP program is administered by the California Student Aid Commission, with individual projects applying each year for continued state funding. Today, CalSOAP projects operate in 14 locations throughout the state by consortia made up of secondary, and post-secondary schools; community agencies; and private businesses. CalSOAP Consortia serve roughly 45,000 7th- through 12th-grade students and their parents. Some projects also serve community college students. Each consortium hires a project director and staff, who work cooperatively with local college and university admissions, financial aid and outreach staff, and with local school teachers and administrators. The primary goal of CalSOAP is to improve the flow of information about post-secondary education and financial aid, while raising achievement levels of targeted students. Target groups include students from limited income families, as well as those in geographic regions with documented low-eligibility or college participation rates, and students who are the first in their families to attend college. With one year of participation in the program and a GPA of 2.5 or higher, you will be eligible for College Knowledge Scholarships to any accredited 2 or 4 year college or university. Scholarships are renewable.
