EMPLOYMENT OF VICE PRESIDENT, ASSOCIATE VICE PRESIDENT, AND CAMPUS VICE PRESIDENT


Whenever the position of Vice President, Associate Vice President, or Campus Vice President shall be vacant, the President/Superintendent will actively seek the most appropriately qualified candidate for the position. When deemed appropriate, the services of professional consultants shall be used.

The President/Superintendent will be aided by a screening committee to be convened and staffed by the Human Resources Director/EEO, who is a non-voting member. The committee shall be composed of:

1. One representative appointed by the President/Superintendent, and who shall serve as chair;
2. Two trustees appointed by the Board President (if the vacant position is a Campus Vice President, one of the appointed trustees shall be the trustee from the area in which the campus is located);
3. Two full time faculty members appointed by the Academic Senate President;
4. One full-time classified employee appointed by the President/Superintendent in consultation with the exclusive bargaining unit representative;
5. One community member appointed by the Board of Trustees;
6. One student appointed by the ASCR President on the advice of the Student Council for openings on the Eureka Campus. For Campus Vice President openings at the Del Norte or Mendocino Coast campuses, the student representative will be appointed by the president of the local student organization.
7. One administrative/management employee of the division where the vacancy exists, where possible, appointed by the President/Superintendent.
8. The Equal Opportunity Officer.

In establishing the committee membership, the President/Superintendent will take into consideration the overall composition of the committee with respect to the:

1. Breadth and background of the screening committee members in relationship to requisites of the position being filled;
2. Whenever possible screening committees shall include a diverse membership which will bring a variety of perspectives to the assessment of applicant qualifications.

Recruitment procedures shall be prepared in advance of the search and shall include but not be limited to the following:

1. Written job description for the particular position;
2. Written position qualifications including proper state certification.

The screening committee shall recommend to the President/Superintendent no fewer than two nor more than five applicants, who in their opinion, best meet the position requirements. The President/Superintendent will then make a recommendation to the Board of Trustees. Names of candidates submitted by the committee shall be unranked and a written summary of the candidates' qualifications and supporting materials shall accompany the list of names.

Minimum qualifications for hire as an instructional or student services administrator shall be in keeping with Education Code ' 87356 and 87359.

The term of employment for educational administrators shall be in accordance with Education Code § 72411 and 72411.5.
