Extended Opportunity Programs & Services

ELIGIBILITY

To qualify for the EOPS program the following requirements must be met:

  1. Be admitted to CR as a California resident
  2. Be enrolled full-time or receive a waiver for less than full-time enrollment (see counselor or advisor for request)
  3. Have fewer than 70 associate degree applicable units completed
  4. Be educationally disadvantaged as defined by EOPS regulations
  5. Be eligible to receive a Board of Governors Grant under Method A or B

To have your eligibility for EOPS determined, the following must be completed:

  1. English and math placement tests at CR or evidence of placement scores or completion of an English and math course from another college (please attach to application if not from CR).
  2. Board of Governors Fee Waiver application (attached to Special Programs application).
  3. Transcripts of all college coursework other than CR ( please attach to Special Programs Application).

NOTE : In order to receive financial assistance from EOPS and CARE , you must have completed the FAFSA ( Federal Financial Aid Application ). It may take six to eight weeks for FAFSA information to be available for EOPS/CARE staff to verify your eligibility for assistance.

Counseling
EOPS counselors provide academic and transfer counseling. EOPS students also receive assistance with priority registration and development of individualized Student Education Plans (SEP).

Orientation
Group orientations are provided to familiarize each student with the college's programs and EOPS services.

Book Vouchers
Vouchers are issued to students who have met the responsibilities of the EOPS contract agreement.

Tutoring
Tutoring is available to EOPS students in Academic Support Center (ASC) located in the Learning Resource Center (LRC also known as the Cr Library).

Transfer/Career Exploration
The EOPS staff is trained to assist students with transferring to 4-year institutions and the Career Center has been designed to help find career employment in the filed of training.

Peer Mentoring
The Peer Mentors provide assistance to new and continuing EOPS students.


Comparison of CalWORKs, EOPS & CARE Programs

The California Community Colleges provide a variety of services to support student success in achieving their educational and career goals.  These programs include the California Work Opportunity and Responsibility to Kids (CalWORKs), Extended Opportunity Programs and Services (EOPS) and the Cooperative Agencies Resources for Education (CARE) programs.  Although each program’s goals, services, and eligibility requirements differ, collaboration and coordination is encouraged to ensure students receive comprehensive support from the services for which they are eligible.

While there are similarities between the programs, they are distinctly different in the following ways:

  • Purpose:  The intent of the CalWORKs program is ultimately employment, while the primary focus of both EOPS and CARE is assisting students to achieve their educational goals through academic retention and transfer.
  • Student Eligibility Requirements Are Not the Same: Not all CalWORKs students are eligible for EOPS and/or CARE services—over 60% of CalWORKs students do not qualify based on full-time credit eligibility and other requirements.
  • Coordination Requirement: CalWORKs programs are required by law to coordinate with the County Welfare Department (CWD)—the CWD is a required signature on the college’s annual program plan and programs are required to coordinate services directly with the local county welfare department.
  • Local Labor Market Linkages: CalWORKs programs must obtain approval for specific areas of study that will lead CalWORKs students into employment based on demonstrated labor market demand.
  • Employment-Related Services: Because CalWORKs focuses on employment, funds can be used for job preparation, development, and placement; post-employment services are also provided to former welfare recipients to assist them with job retention, advancement, and skills upgrade.

PURPOSE

  • Goal is employment; to assist CalWORKs students to transition from public assistance to economic self-sufficiency.
  • Primary goal is to assist EOPS students to achieve their educational goals through academic retention and transfer
  • Primary goal is to promote the academic retention and transfer of CARE eligible students

ELIGIBILITY

  • Two-parent or single parent households
  • Parent(s) and child must be a CalWORKs/TANF recipient
  • No unit minimum- students can take credit or non-credit classes
  • Approved County Welfare to Work (WTW) plan
  • CalWORKs students must fulfill work participation requirements (32-35 hours per week) in order to remain in good standing
  • Must be a California resident
  • Must be eligible for a Board of Governors Fee Waiver
  • Must enroll in minimum of 12 credit units
  • May not have completed more than 70 degree applicable units
  • Must be educationally disadvantaged (e.g. non-high school graduate, low placement scores, etc.)
  • Must be eligible for EOPS and meet the following requirements:
  • Single-parent head of household
  • Parent or child must be a CalWORKs/TANF recipient
  • Must have at least one child under the age of 14 at time of acceptance
  • Must be a California resident
  • Must be at least 18 years old

SERVICES PROVIDED

  • Academic, Career, & Personal Counseling
  • Case management and tracking of student progress
  • Funds can be used to provide other support services to students such as book vouchers, transportation, and educational supplies
  • Work-Study
  • Funds can be used to provide child care to children of CalWORKs student(s)
  • Counselors and staff familiar with WTW requirements and regulations
  • Job Development & Placement
  • Post-Employment Services
  • Academic, Career, & Personal Counseling
  • Funds can be used to provide other support services to students such as book vouchers, tutoring, transportation, and/or educational supplies
  • Work-study optional
  • Funds can be used to provide child care to children of EOPS student(s)
